Appointed by the City Commission, the City Manager is the chief administrative officer for the City. This Office oversees all departments, guides the City’s growth and evolution, and operates at the direction of the City Commission. In addition, the City Manager’s Office is also responsible for the administration of Coconut Creek’s economic development, and community relations.

Sheila Rose, AICP, City Manager, City of Coconut Creek, is a highly dedicated and accomplished executive, boasting over 25 years of comprehensive expertise across a diverse range of fields including economic development, urban design, transportation, environmental stewardship, community engagement, capital improvement planning, funding, and implementation, project management, and relationship-building.  Her strengths lie in effectively coordinating and implementing a unified vision, fostering team cohesion, and excelling in program and project management and oversight.  Ms. Rose has a rich history of working collaboratively on high-profile, complex projects, such as the proposed expansions of the Turnpike and Landfill, adeptly influencing groups to achieve consensus and attain mutually beneficial outcomes.

Ms. Rose is an ICMA Credential Manager and has a professional degree in Urban and Regional Planning from the University of Cincinnati.  She is a member of the International City Managers Association, the Broward County City Managers Association, the American Institute of Certified Planners, the American Planning Association, the United States Green Building Council (USGBC), and is a past member of the Pompano Beach Architectural Review Board.  She is also the founding president of SOS Children's Village, and the national umbrella organization of SOS, USA.

Scott Stoudenmire, AICP, Deputy City Manager for the City of Coconut Creek has worked for the City for over 20 years. Scott began with the City as the Planning and Zoning Manager before being promoted to Deputy Director for Sustainable Development, and ultimately serving as the Director of the Department. Serving in this capacity allowed Scott to play a key role in the growth and vision of the City’s planning initiatives, community and economic development, and sustainability efforts. Using his extensive experience in these initiatives, his role as Deputy City Manager includes strengthening the economic development vision for the City, managing the City’s grants program, and overseeing the implementation of the MainStreet development.

Prior to joining the City of Coconut Creek, Scott worked in the private sector where he managed large scale planning projects, often requiring federal, state, and county agency coordination. This experience provided Scott with the opportunity to develop a keen understanding of regulations and processes at all levels of government, which has served him well with his various roles in the City. Scott has a Bachelor of Science degree in Political Science, and a Master of Urban and Regional Planning from Florida State University. He is a member of the American Institute of Certified Planners (AICP), the American Planning Association (APA) and the Broward County City Managers’ Association (BCCMA).

As the Government Affairs Manager for the City of Coconut Creek, Bernadette leads the City’s strategic planning, legislative advocacy, and intergovernmental relations efforts. Bernadette works closely with regional partners, state and federal agencies, and community stakeholders to drive key initiatives that align with the City’s priorities, and has successfully secured $6.5 million in funding for the City.

Since joining the City in 2014, Bernadette has been a driving force behind the City’s long-term strategic direction, spearheading the development of the City’s Vision 2030 strategic plan, which was shaped through extensive community and employee engagement and is tightly aligned with the City’s budget and operations. Her work in this area throughout her career has earned recognition from both the Florida Governor’s Office and the international Kaplan and Norton Palladium Award for Performance Excellence.

Bernadette has leveraged her expertise in strategic planning, legislative advocacy, organizational development, and community outreach to lead impactful initiatives that have improved organizational efficiency, fostered cross-sector collaboration, and driven long-term growth. She is a member of ICMA, FCCMA, BCCMA, and the Greater Fort Lauderdale Alliance Entrepreneurship Council. She holds a Master of Public Administration from North Carolina State University, is a graduate of the University of Virginia’s LEAD program, and is a Six-Sigma Green Belt.

Yvonne Lopez joined the City of Coconut Creek as the Public Information Officer in 2005 and was promoted as the Community Relations Director in 2013. She is responsible for planning and implementing programs to convey information on City programs, functions and activities. She launched the City’s Citizen’s Academy, Speaker’s Bureau, CreekTV, social media outreach, and Year in Review publication. 

Prior to joining the City, Yvonne served as Vice President of Public Relations and Communications for The Greater Fort Lauderdale Alliance. Before relocating from New York City, Yvonne worked for Dow Jones Television as the Community Affairs Director, and WPIX/Channel 11 as the Community Affairs Manager.  She is a past Chair of Atlantic Technical Center’s Student Advisory Council and has Chaired the boards of  Hispanic Unity (appointed as Board Member Emeritus); Six Degrees/Big Brothers Big Sisters; and ASPIRA Broward. She also served as an Advisory Board member to Meals on Wheels South Florida and is a mentor to disenfranchised youth.

Her non-profit experience stems from employment with the New York City Partnership/Summer Jobs Program and the National Puerto Rican Forum.

She holds a Bachelors Degree in Communications Arts from New York Institute of Technology.
